The book was launched in Chennai by "Bharat Ratna" Late Dr. C Subramaniam former Governor of Maharashtra, on 8th June 2000 .
The former Maharashtra Governor, Mr. C. Subramaniam, has said the law and order section of police should be as independent as the judiciary and should not be subject to political interference.
The wing should be made free from political interference, he has said and suggested formation of an independent police commission for promotions and other career aspects of police officers. He has called for greater professionalism in police functioning to meet the emerging challenges. Such steps are necessary so that ``we have a civilised police functioning in a civilised society.'' Mr. Subramaniam spoke after releasing the book `An eye to Indian Policing Challenge and Response,' written by the former Director-General of Police, Mr. V. Vaikunth.
The first copy was received by Mr. A.C. Muthiah, industrialist. Mr. Cho Ramaswamy, Journalist, released the Tamil version and presented the first copy to Mr. Krishnamurthy, Editor, Dinamalar.
He said political leaders should get together and take a decision to give up the idea of taking out processions, which caused inconvenience to the public.
The most important aspect of police was maintenance of law and order. Besides white-collar offences, a new area where police were investigating was corruption in high places. Taking all these into account, the law and order wing should be independent.
Mr. N. Ram, Editor, Frontline, said the book was the story of a man of integrity and a true professional. The book had been written in a fair-minded way and it was an exercise in truth telling.
Mr. Cho Ramaswamy recalled his association with the author and said Mr. Vaikunth was an honest officer. He stressed the need for the public to give respect to police.
Lauding Mr. Vaikunth for coming out with the book, speakers said the publication should be provided to all police training institutions. The former CBI Director, Mr. C.V. Narasimhan, said the portions in the book relating to interaction with politicians, particularly with those belonging to ruling party, were not being handled as a subject in police training institutions. The gap had been filled up by the recorded experience of Mr. Vaikunth.
Among those who commended the book included Mr. Mohammed Abdul Ali, Prince of Arcot, Mr. C.L. Ramakrishnan, retired DGP, Mr. S. Gurumurthy, Journalist, Dr. C.S. Ramachandran, past district governor, Rotary, Mr. T.T. Vasu, industrialist, Mrs. Ramani Natarajan, senior advocate, Rev. Fr. Xavier Alphonse, former Principal, Loyola College, and Mr. Madan, columnist.
